Bayelsa Signs Historic Solar Panel Production Deal to Boost Renewable Energy Development

Bayelsa State has achieved yet another remarkable milestone in its industrial and energy development agenda as Governor Douye Diri on Tuesday signed a landmark renewable energy agreement for the establishment of a solar panel manufacturing plant in the state.
The groundbreaking tripartite deal was signed between the Federal Government’s Rural Electrification Agency (REA), the Bayelsa State Government, and J Marine Logistics Limited, a subsidiary of the Dubai-based Jampur Group — the same company that previously supplied the state’s 60-megawatt gas turbines.
The signing ceremony took place at the prestigious Transcorp Hilton Hotel, Abuja, during the 2025 Nigeria Renewable Energy Innovation Forum (NREIF). The event was chaired by Vice President Kashim Shettima and attended by the Minister of Power, Adebayo Adelabu, and the Managing Director of the REA, Abba Aliyu, among other dignitaries.
Governor Douye Diri signed the agreement on behalf of the Bayelsa State Government, while Mr. Mohammed Shafiq, Chairman of Jampur Group, represented the company.
A Major Leap for Bayelsa’s Industrial Growth
Under the terms of the new renewable energy agreement, J Marine Logistics Limited will solely finance and establish a 100-megawatt solar panel manufacturing plant in Bayelsa State. The facility is expected to significantly advance Nigeria’s renewable energy transition and strengthen Bayelsa’s position as a leading industrial hub in the South-South region.
The agreement provides that the company will supply technical expertise, financial capacity, and adopt international best practices to ensure the successful operation of a high-efficiency solar module manufacturing plant.
Bayelsa State was strategically selected for the project due to its favourable industrial infrastructure, logistics network, and skilled workforce, which make it an ideal environment for such an energy-driven venture.
State Government’s Support and Incentives
As part of the partnership, the Bayelsa State Government will provide land for the construction of the plant and facilitate all planning and construction permits. The government will also extend tax incentives to encourage sustainable operations and promote industrial investment in the state.
Furthermore, the state has pledged to provide essential infrastructure support, including access roads, water supply, power evacuation systems, and security, to ensure smooth establishment and operation of the facility.
According to the agreement, the project will commence immediately, marking a major turning point in Bayelsa’s economic diversification efforts and its drive toward achieving energy sustainability.
